Mario Rodriguez, a lawyer from Mexico and James Vann, a Harlingen businessman, are the investors in the casino.

According to Vann, the casino houses only slot machines to comply with the Mexican ruling.

The casino offers guest a bar, bilingual staff and golf carts to take guests from the casino to the parking lot.

Rodriguez and Vann are hoping that the gambling issue will be discussed in the Mexican legislative body this year to give way to popular casino games.

If the legislative body will approve more casino games, craps and card games are will be added to the Viva Las Vegas casino.

Vann added that this September they will be building a second casino in Matamoros and a third casino in Reynosa.
